JOHN January 2nd., 3rd., 4th. TONER. 1988. Racing started at 1130 in ideal sailing conditions, a 10 -12kt. Southerly and a temperature of 23 C. Entries were divided into three 11 boat fleets and three seeding races sailed after which the boats were ranked into A, B, and C fleets. Racing at the top end of A fleet was as expected very close. In some of the races where the wind dropped to around 8kts. Bill Pettingell’s lightweight design was to the fore. In the perdominently medium breezes the Pandas seemed to have the edge. During the course of day 2 the wind got up to around the 15 – 18kt. range and the Ray Eades designs came into the picture. A total of 16 rounds of Championship races were sailed and the last two rounds of A fleet were a lesson to the rest of the skippers in defending your lead. Congratulations to Mike Newman on a well sailed series and a deserved First place. Pat Cox is to be commended on his Fourth place as he was carrying quite a few pounds more (in his boat) than the Pandas. Other notable performances were Paul McGilvray’s 7th. Eleven Maltese Falcons of various Marks, were the most numerous, and judging by the number of orders placed for the Mk.3 version after Ron Attard blitzed the fleet, there will be flocks of them around by the end of the year !!. With an International entry again this year, interest centered on the performance of our local designs against the Rajah 2 , No Secret, RM1000’s, and Geoff Smale’s modified Bee. In the end our locals did extremly well- two Mk. 3 Falcons will be winging their way to New Zealand in the near future as well as one to Hong Kong. The weather for the four days was varied , day 1 was a good 65in. suit day with 12 – 15kts of Southerly wind and smooth water. Day 2. started with the first two heats having only one boat finish within the time limit, however the breeze picked up and remained in the 8 12kt. range for the remainder of the class racing. 0.0.D. Alan Drinkell got racing under way at 1130 sharp. The proscribed three rounds of seeding races were sailed, and at their completion the entries ranked into four fleets. 22 A total of 19 races were sailed and Ron Attard with 12 wins was the clear champion. David Coode from England spent more time repairing his borrowed boat than he did sailing it!. Rob Guyatt’s new Brewer design (Vapour Trail) showed great speed and a lovely smooth action through the big chop, but had to miss some of the races in the heavier wind due to a failure of the internal structure. The intention to use passive observation should be a conscious decision, announced in the Notice of Race, and not an improvised expedient to meet a last minute shortfall of menp ores A Note by Russell 27 Potts 8 Sept 1987 ACTIVE AND PASSIVE RACING SUPERVISION The “administration of justice” in yacht racing is unique in two aspects: 1. Competitors have the possibility to be their own judges by re-rounding a mark or accepting an alternative penalty, and 2. A protest hearing is not an exceptional occurance. I have found a fundamental difference in approach in RC yachting between the skipper who have a “full-size” background and those who haven’t. Those who haven’t, often don’t realise the consequences of the above mentioned principles and want to see active judges like for example in football. However, this is an error of thought as yacht racing belongs to the type of sports where competitors shall move from one point to another as fast as possible without breaking the rules. It is not a sport where a referee can stop the process, distribute a penalty and then start the game again like in ball sports. Active judging creates problems in yacht racing and let me take an example. Two yachts touch and the judge decides that yacht B shall do penalty turns. Consequently yacht A continues to sail the course. B does not accept the decision and protests A. After the race there is a protest hearing and B manages to satisfy the jury that she was the right of way yacht. A is then disqualified and does not now have the opportunity to do penalty turns. This is to show that active judging can’t be employed in yacht racing without restriction the jury’s freedom of action. Restricting in the way that the jury should not be permitted to disqualify a yacht that they have found infringed a rule if the yacht was deemed to hold right of way by the active judge be to at the time of the incident. Another possibility would of course by an active judge shall be final, but this decide that decisions taken would completely change the whole structure. Further, I have found that experienced yacht judges are reluctant to act as active judges as they find it very difficult to do it in an accurate and fair way in match racing, even more difficult in team racing and almost impossible in fleet racing. The heat racing systems used in RC yachting is in this respect to be regarded as something in between team racing and fleet racing. Most of what is said here about active judging also applies to “active observing”. Another example: Two yachts touch and neither protests or do penalty turns. A third yacht then protests both yachts (IYRR 33). I can then imagine two alternatives. Either the observers have not seen the incident, but the involved yachts will argue that there was no call from the observers, or one of the observers saw the incident and will the consequently tell that there was no contact (otherwise he should have called). Apart from the confusion and possible aggra- vation, the third yacht will now have the possibility to lodge her protest if neither still has not protested the other, or done penalty turns. Ii the third yacht manages to satisfy the jury that there was a contact, both involved yachts will be disqualified. Again the problem can only be solved by either restricting the jury’s freedom of action or by deciding that the observers’s decisions shall be final. Active judging and observing also makes it difficult to decide what is: “at the first reasonable opportunity after the incident” (IYRR 68.2) and “a yacht that realises that she has infringed a rule of Part IV shall acknowledge her infringement by immediatly starting to get clear..” (Appendix 3 – 1.2). It must also be rememberred that observers not generally have the rule knowledge and experience of a race judge. The observers will also be regarded as part of the race committee (IYRR 1.2 and 1.4) 28 and a yacht that feels that she has been mislead by a call from an observer can then ask for redress (IYRR 69).
