Following submissions by seven National Yachting Authorities, the Permanent Committee of the IYRU have agreed to accept the control of International Model Yachting under their Union’s umbrella in the form of a division. It was unanimously agreed that this decision by the IYRU was an important step forward for International Model Yachting and a most satisfactory achievement of the IMYRU aims and objectives of the past few years. The conditions of affiliation of the IMYRU to the IYRU were stated in a letter from Mike Evans, Executive Director IYRU to our President dated 8th December 1988. During discussion the P.C. resolved the following: It was considered unnecessary to go to the IMYRU membership for approval for the changes required because the P.C. was given a clear mandate at the 1982 General Meeting at Dunkirk to follow this course of action, and it was discussed at subsequent P.C. meetings. Jan Dejmo gave a presentation to the meeting explaining how the IYRU works and how the new Model Yacht Division would fit within the IYRU organisation (schematic diagrams are attached with these minutes). Naviga have been kept informed of developments and have been invited by the IMYRU to become part of the IYRU transition. This will be discussed by the Naviga Praesidium at their meeting to be held in Vienna in February. Interpretation 89-01. Marblehead Classes spars and luff arrangements. The following interpretations by the T.C. were ratified by the P.C. 1) and have the status of class rules A fitting that is completely faired into a spar with no discernible definition between the spar and the fitting shall be considered to be part of the spar. 2) A fitting attached to a rotating spar and/or boom, shall be no bigger than is reasonably required for its purpose. 3) Discontinuous attachments on a sail luff shall be disregarded for the purpose of measurement, provided their total length measured along the luff, does not exceed 10% of the length of the luff. Status of International Classes. It is anticipated that these secretaries will be the focal point for the formation of Class Associations and when these Associations are formed they will become the class specialist to the Class Association Committee. The procedure for the formation of Class Associations was discussed. It was resolved that a National Class Association should contact other National Authorities sailing the particular class of yacht. If the other National Authorities agree, a small representative committee should be formed, who first of all should draw up a Constitution for the Class Association. This would be forwarded to the ?.C. for approval. Rule Interpretation. Resolved that in future when a request for interpretation by either the T.C. or R.R.C. has been received, such requests are made public in Model Yachting News. Acquaints. Resolved that in future Model Yachting News publish as an IMYRU acquaint the important decisions made and items currently being discussed. Alternative Racing Rules. At the request of the Swedish Yachting Association Jan Dejmo and Hans Lagneus have written the Alternative Rules regarding rightof-way rules. It was intended as simplified rules for youth but would be useful to any yachtsman. They will be translated into English and will be available from Jan Dejmo to anyone who requests a copy. The P.C. gave guidance to the R.R.C. on the maximum number of heats per race and this should be reduced as far as possible, depending on the potential frequency clashes and sailing conditions. General support for the rule appears to be growing with the realization that all hulls will be grandfathered, that the new rule would govern the 1990 U.S. Championships, and that substantial flexibility exists at the local fleet level to keep the fleets growing by emphasizing sailing rather than nitpicking. Voting will take place in August and is expected to bring out a larger percentage of the class than ever before. The OWNERS’ ASSOCIATION has embarked on an effort to produce a measurement certificate supporting the new rule, as well as a measurers guide. The secretary of the OWNERS’ ASSOCIATION (Rod Carr) is also maintaining a file in which questions and suggestions for fine tuning of the new rule will be collected.
