Model Yacht Racing Association of America Changes in Constitution, Regulations and rules to date, April 28, 1945. Introduction: On February 19, 1945 the Executive Committee of the M. Y. R. A. A. voted that the Official Rules and Regulations shall consist only of those found in the latest official printed rule booklets. Acting under authority granted by the Executive Committee at the 1943 Annual Meeting these rule changes are printed as inserts. It is suggested that they be cut up with scissors and pasted in your rule books in their proper places. By doing this they become “Official” under the terms of the above legislation. Model Yacht Racing Association of America, Constitution: Add Art. III, Sectiop 5. A member club of a Division must also be a member club in good standing in the M, ¥. R.A. A. Art. VII, Section 3. A National Officer or a member of the Executive Committee must be a member of a club in good standing in the M. Y. R. A. A. Model Yacht Racing Association of America, Regulations: Section B change to read: – Divisions 1. A Division shall consist of a group of not less than four clubs in good standing in the M. Y. R. A. A. 2. Each Division shall be entitled to one Representative . on the Executive Committee of the M. Y. R. A, A. 38. Should the membership of any recognized Division drop to less than.four clubs in good standing in the M. Y. R. A. A., then such Division will not be entitled to a Divisional Representative on the Executive Committee of the M. Y. R. A. A. 4, No person shall hold office in more than one Division at the same time. No club shall hold membership in – more than one Division at the same time. Section D, add: 2. A registration card or a rating certificate shall be issued only after the club from which it originates has paid its annual dues for the current year. 3. At the close of each calendar year the Treasurer of the M. Y. R. A. A. shall remit to the Treasurer of each Division, a sum, equal to twenty-five per cent of the registration fees originating in such Division. Section E, add: 12. A club not in good standing in the M. Y. R. A. A. will not be allowed to act as host club for any Divisional or National event. Section F, change to read: a. National Championships. No National Championship shall be held with less than four yachts. b. Venues for National Championships in each class shall be rotated in the territory of the various Divisions, as far as possible. c. The Executive Committee shall fix the number of days allotted for each race, the date/s, place, and entry limit, and announce the same at least 60 days before the advertised date for a race. The Ex. Com. shall give due consideration to local conditions, and the recommendations of the host club and/or the Division in determining the above mentioned details. d. Entries shall be made to, and entry fee paid to the Chairman of the Race Committee appointed by the President. The Chairman of the R. C. shall be responsible for the collection of such fees before the start of a race, and for the purchase of prizes with said collections. He shall render an account to the National Treasurer not later than ten days after the race. e. A club must be in good standing to be eligible to enter registered yachts in a National Championship race. “< Entry fee for National Championship races shall be $2.00 per yacht. g. An M. Y. R. A. A. burgee shall be given to each club or association of clubs that are awarded a National Regatta, provided that no club or group shall be entitled to more than one burgee. Burgees to be paid for out of Association funds. Section I, delete entirely. Section J, change to read: a. Allotment of travel expenses shall be made to the National President and National Secretary once annually, from their residence to the venue of Annual Meeting of the M. Y. R. A. A. at the prevailing round trip train fare, day coach. In no case shail such allotment exceed $100.00, nor shall travel expenses be paid for trips of less than 200 miles. b. Alternates for the National President in case he cannot attend an Annual Meeting, shall be the Vice-President or senior officer available, Alternate for the National Secretary shall be appointed by the President. Alternate shall be entitled to travel expenses on the same basis as the President and Secretary. Model Yacht Racing Association of America, Generai Rules. G-1 add: A registration card or a rating certificate ‘shall be issued only after the club from which it originates has paid its annual dues for the current year. G-4 add: g. No portion of the forward or leading edge of a keel appendage, including ballast, may project forward of any portion of the leading edge above. No extension or other device calculated to nullify the effect of this rule is permitted. h. (Where garboard hollow measurement is required) A garboard hollow of not less than a one-inch radius must be provided at the junction of the hull and the keel appendage on both sides of the yacht. If no changes affecting the Rating Rules have been made in a yacht since the issuance of a measurement certificate and registration card, the owner and club measurer may so state on original certificate, signing their names, with date, and send certificate to the Treasurer for re-registration. G-14 add: Where a tournament is extended over sev- eral rounds, and a competitor or competitors are excused from further sailing upon their request to the O. D., points for and against such competitors shall be deleted from the scores of non-completed rounds only. G-22 add: Garboard/s: That portion of the hull where the keel joins the hull proper. The lowest strake in the planking next to the keel. Freak: (Features in boats) An exaggeration of normal tendencies or design, generally for the purposes of measurement rule cheating. Balance: (Of boats) The ability of a boat to keep on a given course without excessive use of the helm. Centerboard: A flat board, or a plate fitted in shallow draft vessels which may be raised or lowered through the keel. Close Hauled: Position of sails trimmed in for sailing to windward as close to the wind as possible. Midship section: A transverse at the point of greatest breadth. section of the vessel ‘Profile: (of boats) The shape of the longitudinal section through the center line. Sheer: The curve of a ship’s deck in the fore and aft direction in profile view. Waterlines: Horizontal sections of the vessel at or parallel to the plane of the surface of the water on which the vessel floats. Model Yacht Racing Association of America, Pond Sailing Rules. P-4 f and g change to read: f. Any adjustment of the steering vane shall constitute a retrim excepting when the yacht is put about on the opposite tack on windward boards. g. On all boards, excepting windward boards, a yacht equipped with van steering must be stopped when com- ing ashore, whether or not a trim of the vane or other gear is to be effected.
