Lack of onward transmission of information is still a major headache; for exam- ple, a general Guide to Measures was sent to all member nations some months ago, with a request that photocopies be made available to all club measurers. Quite clearly, from requests for advice and information received since then, the vast majority of model yachtsmen have no idea that such a guide exists. Union funds do not permit circulation to all clubs, so that national authorities must be relied on to disseminate information. Finances in general have come in for a lot of attention among the keener nations. One sug- gestion was that a national affiliation fee should be at least £100 p.a. and it was pointed out that even if there were only 20 yachtsmen in a smal- ler country, this represents only £5 per head, which is trivial compared with the money spent on building and equipping a radio yacht. Other suggestions include £1 p.a. per registered yacht and similar ideas. As a result, the EB is putting a proposal to the General Meeting on Wednesday, July 23, in Ottawa that annual affiliation fees should be raised to £50 plus 50p per registered yacht; this is a compromise between various proposals received and the opportu nity exists to vote, by post or by the appointed delegate. It will be interesting to see what happens. Mention here of this and other proposals only if a special arrangement for payment had been agreed by that date with IMYRU Sec- (later) will, itis hoped, give time for countries to digest them and argue them out among them- selves, so that a clear vote can be taken with only asmall and relevant amount of discussion at the GM. It should be stressed that at a General Meeting, observers are normally welcome (subject to space) but may not participate in the meeting; only officially-appointed national delegates and executive officers have the right to speak. As a background to the need for greater income, there is a growing desire for greater international involvement with the Executive Board, which at the wish of member nations is almost entirely English at present; the reasons were chiefly for convenience of meeting etc. If Board members are appointed from other countries, to be effective they must attend meetings, and their expenses should be met. The EB feels that a logical course might be to change its composition to include an officially appointed representative for the Americas and one for the Southern Hemisphere. With radio sailing now settling, it is suggested that two R/C officers are no longer necessary. Presumably if someone from, say, USA or Canada, or Australia or South retary/Treasurer Ken Roberts. It appears that the Sail 80 entry will consist of 48 RMs, 28 R10rs (the 76 total originally set) and 24 EC12s, to be raced at a separate lake. One of the main arguments for measuring sails flat on a table rather than rigged on the boat (as required by the rules) is the alleged difficulty of measuring the roach width (on A and M class) when rigged. Some skippers leave a faint straight pencil line on the sail, or use the backstay as a plumb line from head to clew, but Graham uses a simple device using a light line with a hook at one end ing 2in inside a straight line is clear cut — easy to check and avoid the necessity for each measurer to interpret ‘fair even curve’ as he sees fit. One more point is that every time a measure- ment rule restricts in any way how a sail is shaped, the less becomes the premium on good sailmaking. The unmeasured roach on As and Ms calls for best sailmaking skills and materials to get the full benefit, meaning a considerable difference between a good and a poor suit of sails. Fair even curves would reduce this difference. Since there is enthusiasm for improved hull design and construction methods, inhibiting the development of sail design and construction would seem anachronous. The half-height measurement is also supported by A. Verhous, who also refers to the skill of the sailmaker in making a roach set well and efficiently and points out that the beauty of its actual shape is in the eye of the beholder. Of more concern is the free area obtainable by bending the mast (1in bend in an 80in buff can give nearly 50sq in extra area!) and the only way to control this is a half-height measurement, or even i, 3 and $ height checks. Cross-width meas- urements might be expressed as a percentage of the foot, percentage limits being established by measuring a wide variety of existing sails. Since Mr Verhous is Chief Measurer for models in Holland and is a full-time measurer of yachts (dinghies and I.0.R. rated vessels) his suggestions are to be considered seriously and they will certainly be of interest to the members if — or more probably when — the proposed IMYRU Standing Committee is set up.
